SFP28 and SFP+ modules are not compatible in all situations, the compatibility depends on the specific port into which they are inserted. That is high-speed ports SFP28 compatible with SFP+ modules, but low-speed ports SFP+ cannot utilize high-speed sfp28 modules.

The reason behind this “unidirectional compatibility” characteristic of these two types of modules lies in the differing data rates they support. SFP28 modules are designed for 25G networks, whereas 10G SFP+ fiber transceivers are intended for 10G networks.
Although both share identical physical dimensions, the circuitry within an SFP+ port is incapable of processing high-speed 25G signals; conversely, SFP28 ports are designed with backward compatible with SFP+ SFP port, enabling them to actively adapt to lower-speed signals.
